The Raw Milk Support and Milk Market Regulation Implementation Communiqué prepared by the Ministry of Agriculture and Forestry has been published in the Official Gazette and entered into force on January 1, 2021.
The regulation aims to enhance the effectiveness of livestock policies, improve raw milk production and quality, ensure the sustainability of raw milk production, and support farmers.
The regulation is based on the principles and procedures set out in the Presidential Decision for the 2021-2022 Raw Milk Support and Milk Market Regulation.
According to the regulation, the necessary funding for raw milk support and market regulation will be sourced from the budget allocated for livestock support.
The support will be provided to producers and farmer organizations that sell their raw milk to dairy processing facilities, either directly or through an organization, with an invoice or receipt, and who register the transaction monthly in the Ministry’s Milk Registration System (BSKS). Producers who sell their raw milk through producer organizations to be processed into dairy products and sold to the Meat and Milk Board (ET ve Süt Kurumu) will also benefit from the support. The support will be calculated based on the equivalent amount of milk required for one kilogram of dairy product.
For a business or livestock to be eligible for the raw milk support, both the business and the animals producing the milk must be registered in the TÜRKVET system.
For migratory herders, the amount of milk produced must be verified by the Ministry's provincial or district directorate in the month the milk was produced.
As the support payments come from public funds, no garnishments, seizures, assignments, or similar procedures will be applied to the rightful recipient's account before the payment is made.
The provincial directorate will take necessary measures to ensure that the support payments are made to the rightful beneficiaries and are in line with the intended purpose.
If a producer or producer organization fails to carry out their responsibilities in a timely manner, leading to a producer's loss or harm, the organization will be held responsible for compensating the loss. Those who do not return any overpayments, as a result of administrative errors, within one month from the date they are notified, will be excluded from all support programs for five years.
